WMO sent Members a letter in 2017 to clarify how to encode WSI in BUFR. A short summary of the content of the letter can be provided at the following points:
The sequence WIGOS station identifier (WSI) <3 01 150> shall be added before the first element if not included in the sequence.
The elements of sequence WSI <3 01 150> shall not be set to missing and shall have the values corresponding with the station record in https://oscar.wmo.int/surface .
WMO block number <0 01 001> and WMO station number <0 01 002> shall report the traditional station identifiers (TSI) when available to ensure the continuity of data use, otherwise set to missing value.
Mindful of the importance of this information for the implementation of WIGOS (and GBON) an amendment of the Manual on Code has been submitted to INFCOM and approved to reflect the rules stated above. There was also an analysis of all the BUFR sequences available for the encoding of surface observations (14 sequences can be used), and a recommendation to use sequence <3 07 096> has been included in the amendment of the Manual on Codes for GBON BUFR.
The sequence <3 07 096> can accommodate SYNOP hourly observations from manned stations as well as more frequent observations from Automatic Weather Stations (AWS). Using <3 07 096> for GBON observations is recommended, but other sequences providing the required GBON variables can be used.
Hungary is now using three templates <3 07 080>, <3 07 091> and <3 07 092>.
They can all be used (<3 07 080> and <3 07 091> must be preceded by <3 01 150>) however, for hourly observations, we recommend using <3 07 096>.

We previously designated 44 high-quality surface GBON stations, for which the GBON BUFR template <3 07 096> is recommended, supplemented with the WSI descriptor <3 01 150>.
Question: Will it be appropriate to replace the existing <3 07 080> templates with the <3 07 096><3 01 150> for 44 GBON stations? If so, is it advisable to continue parallel data distribution for a few months?
