Reply to Yemen (cc to GISC-Tokyo) → Clarification from Kenji (GISC Tokyo)

In the Manual on WIS (WMO-No. 1060) (https://library.wmo.int/doc_num.php?explnum_id=11077#page=61), the principal GISC is GISC Jeddah. Due the current situation of NMC Yemen and the willingness of data resume on GTS, the starting point is that the GISC Tokyo agrees to be the principal GISC for NMC Yemen (with the approval of PR of Japan), then the formal working procedure follows as below:

1. The PR of Yemen sends a letter to the Secretary-General of WMO about the change (upon the agreement that GISC Tokyo would be the Principal GISC), with a copy to GISC Jeddah and GISC Tokyo, to inform that NMC Yemen would like to change the principal GISC from GISC Jeddah to GISC Tokyo. 

2. The WMO Secretariat will then inform the chair of  Standing Committee of Information Management and Technology (SC-IMT) and prepare an amendment to the Manual on WIS, which will be endorsed by the next session of  Commission for Observation, Infrastructure, and Information Systems (INFCOM) INFCOM (INFCOM-3 in 2024, or its MG) and adopted by EC or Cg.

Clarification from Kenji

Dear Mohammed,

As you know, my colleague Takumu is doing technical arrangement to exchange your data over the GTS. He is now developing a software to fit your data format for GTS. Takumu will contact you if he finish developing the software. Thank you for your patience.

WMO secretariat introduced the procedure for changing you principal GISC, but I think there were some misunderstandings between WMO secretariat and me. Please do not take an action to change your principal GISC.

I know your principal GISC is Jeddah it was arranged/agreed by 15th session of RA-II in 2012. GISC Tokyo doesn't want to change current status of CN-GISC structure in RA-II. 

GISC Tokyo will continue establishing a data link to you, and circulate your data to GTS as your backup GISC.
